The College Library named Simulia College Library contains more than 18,000 volumes arranged in different sections and sub-sections.

The staff and the students of the College and other persons specially permitted by the Principal may use the library. The college library is equipped with computer and e-library facilities are available. The fol- lowing are the Library Rules issued by the Principal.


SECTION - 1

General Information

1. The library is open from 10.00 AM to 4.30 PM. These hours are subject to rules 2(a).
2. (a) The last hour of every working day is set apart for office work of the library and during this period, no book is issued and return of books acknowledged. This does not apply to the return of books to be used in the reading room.
3. A person if otherwise qualified for admission to the library shall not be admitted into the library premises, if he or she is not of sound mind or is not clean in person and dress.

SECTION - 2

Rules common to all Borrowers of Books

1. Transaction of the library with the students will be done from 11.00 AM to 3.30 PM on working days allotted to each class.

2. Students intending to borrow books should submit their requisition slips containing the names and number of the books they want alongwith their library cards, between 11 AM and 2.30 PM in the previous days. No book shall be taken out of library without the knowledge of the Librarian and until it has been properly entered in the Loan Register and the entry attested by the borrower.

3. Every borrower must examine the condition of the book before it is issued to him. Otherwise in case of mutilation discovered later, the presumption will be against the borrower.

4. Books should be returned within a period of fifteen days except in the case of members of teaching staff and those specially permitted by the Principal. In case of the members of the teaching staff, the time allowed is ordinarily three months. The book is re-issued after the due date provided the books are brought to the library. When the last date for return of a book falls due on an authorised holiday, it may be returned to the library on the next working day of the college. Books or periodicals must be returned to the Librarian and not any library bearer. The library will not be responsible for any book or journal returned to any body except the Librarian.

5. The maximum number of books that may be issued to borrowers is biven below:
(i) A member of the teaching staff of the college - 10
(ii) Laboratory Assistant- 03 (iii) Librarian- 05 (iv) A student having Honours- 05 (v) Other students (+2 and +3)- 02 (vi) P.E.T. 05 (vii) Class III employees 02 (viii) Class IV employees 01

6. All books belonging to the library and are in the possession of the borrowers shall be returned to the library before college closes for a long vacation on or before the date notified for the purpose.

7. Anybody in possession of a library book shall return it to the library whenever he receives a requisition notice for the return of the book from the Librarian.

8. The librarian shall report to the lecturer-in-charge of the library, the names of persons responsible for the improper use of library books such as marginal or other notes, tearing or removal of pages or pictures and dirtying or disfiguring the book in any way. The lecturer-in-charge will report such cases to the Principal for proper action.

9. (a) There will be no restriction on the use of any book in the library, but certain books may be reserved by the Principal for exclusive use of the members of the teaching staff concerned.
(b) Text books on language and literature subjects are not ordinarily issued to students or member of the staff not belonging to the concerned department.
(c) Reference books shall be issued to the members fol of teaching staff only.

10. Book of reference, maps, current issues of periodicals and rare books will not be issued for use at home without the special permission of the Principal. So long as the next issue of a periodical is not received it is to be considered as the current issue. Ordinarily journals can be taken for two days by the students and non-teaching staff and seven days by a member of the teaching staff. Not more than two journals at a time be issued to members of the teaching staff and not more than one to others. The Principal may make an exception in case of those doing research.

11. (a) Text books will not ordinarily be taken out of the library.
(b) Members of the teaching staff, research scholars, the ministerial staff and all other employees of the college may take books from the library on signing a long register. Students must take out books on cards which will be given to them in the beginning of each session.

12. (a) It is very serious offence for the borrower to sign and borrow books in anoter's name.
(b) The Librarian can go only by the actual name of the library card. Students are therefore required to take the greatest care of their library cards and to report the Librarian immediately if their cards are lost. A new card will be issued in place of the lost one on payment of Rs. 10.00.

13. Any book lost, damaged or defaced by a borrower must be replaced by him. If the book is one of a set or a series and the volume cannot be obtained singly, the whole set or series must be replaced at the reader's cost. If the book be rare and irreplaceable the borrower must pay an amount upto a maximum of double the catalogue price of the lost book or the borrower should pay as compensation an amount fixed by the Principal. The Principal may impose fine on a student for loss or improper use of a book or journal.

14. In case of those borrowers who do not return the library book within the time allowed, a fine of 50 paise per head per book will be charged each day of delay subject to a maximum of Rs. 25.00. The Librarian should send on the 7th of every month a fine list of previous months along with a statement showing the names of the borrowers and all particulars.

15. Students appearing Council/University examination should generally return books/magazines before filling up their forms. All the borrowers should return the library books/articles before summer vacation and also when the librarian serves notice for any need.

16. A borrower against whom any fine is outstanding will not be allowed to borrow books from the library until the book is returned and the fine paid.

17. For use in reading room, ordinarily one book or journal at a time be issued from the "Reserve Section" to a student on call slip after surrendering the library card and identity card. All such books and journals must be returned to the librarian before the library closes for the day. If a student fails to return the book or journal, a fine of Rs. 10.00 per day will be imposed on him till he/she returns the book or journal. The fine will continue to be imposed till the amount of fine equals double the price of the books or journal borrowed.

18. (a) The Principal reserves the right to deny the privilege of using the library to such person who violates the rules of the library

(b) No outsider should enter the library without taking permission from the Principal.

19. All those who may happen to be inside the library or its neighbourhood are expected to observe strict silence.

The Librarian has to see that the rule of silence is strictly observed and to report any wilful breach of the rule. Members of the teaching staff are also expected to use their influence to execute the observance of this rule whenever they are in the library and to report to the Principal cases of deliberate disobedience and misbehaviour. All talking except what is absolutely necessary for the transaction of library business is forbidden inside the library.

20. The students and staff of the college are required to take no dues clearance certificate from the librarian while leaving the institution.

21. Articles not concerned with the study of book should not be brought into the library premises.

22. Spitting, smoking or sleeping in the library and the reading room is forbidden. Cases of in civil conduct either on the part of the intending borrowers or on the part of the library staff or any person who might happen to be inside the library should at once be reported to the Principal.

23. (a) None but members of the staff may go beyond the library counter. Persons who might get special permission from the Principal may also work inside the room of the library.
(b) Research scholars may enter the library showing letter of registration for research under the teaching staff of the college.

24. There will be seminar sections of the library in Honours subjects under the control of teachers appointed by the Principal for the purpose. Honours students must consult the concerned teachers for issue of seminar books to them.

25. (a) Those who use the library are supposed to have read the library rules and to have agreed to abide by them. Ignorance of library rules will be of no excuse for the breach of any rule.
(b) If anybody wants to make a complaint or suggestion regarding library, it should be referred to the Lecturer-in-charge of the library or finally to the Principal.

26. The user of library may have access to e-library facility with due permission of the librarian.

27. The Principal reserves the right to introduce any new rule and abandon or amend any existing rule of the library from time to time.
